Final Long Range Planning Committee Report on Enrollment October 19, 2007

The final report of the Long Range Planning Committee can be downloaded in the following 7 files. Please note that the first file contains the table of contents, which might be very helpful to you in navigating this document because in total, it exceeds 80 pages. The following list highlights some of the changes since the last version.

List of Substantive Changes to LRPC Report Since September Publication of Draft Version
  • iii—Added new acronyms and definitions (SSC, YRS, Options program, intradistrict transfer)
  • iv— Added phrase to introduction to recommendations to make clear that the recommendations are prioritized, and should be considered to affect fall 2008 enrollment.
  • iv—Edited footnote to Recommendation 1 to refer readers to new Supply subsection f., "Optimal Student Population for Hillcrest."
  • iv—Struck "+/-5%" from Recommendation 1, which had previously read "As discussed in the Supply Subcommittee findings, utilization of the current physical plant in a manner that is the same or similar to its current use suggests a target population of approximately 310 students, plus or minus five percent." (Target or optimal number is not an absolute. The recommendation states that the target is approximate, thus it doesn't require further qualifying.)
  • v—Recommendation 6: Added text to clarify that if the principal determines there is room to admit students in a grade other than K, then OUSD—not the principal—will determine which particular students, if any, are admitted.
  • vi—Recommendation 8: Added text stating that OUSD should publish stats for prior years on each school's rate of acceptance of intradistrict transfer.

  • Intro p. 2—Added text stating that the temporary early Enrollment Planning committee was constituted by the principal in conjunction with the PTA president.
  • Selection of Members, p. 5—Added text to more fully describe the SSC's role in the development of the LRPC and the caucus election process.

  • Added Assess the feasibility of increasing Hillcrest's physical capacity to "Scope of Assignment" list. (Then added narrative c., Assessment of Increasing Building Capacity at the Hillcrest Site to the subsection, beginning on p. S-7.)
    Added Consider whether moving from a K-8 model to a K-5 model would solve capacity problems to item 4 on the "Scope of Assignment" list. (The added narrative d., Adopting a K-5 Model as a Potential Method of Addressing Demand, begins on p. S-10.)
  • Added OUSD school-population and classroom-loading guidelines to list of guidelines collected by Supply Subcommittee. (Added full text of OUSD guidelines to new Appendix D.)
  • Added text to clarify the future use of the science lab as a dedicated classroom.
  • Updated Table S-2 to include a column showing OUSD's optimal class-size numbers per grade. Added explanation of column to attached narrative.
  • Added narrative c. "Assessment of Increasing Building Capacity at the Hillcrest Site."
  • Added footnote with text of LRPC/OUSD email exchange on the possibility of building on Hillcrest site.
  • Added footnote with text of LRPC/OUSD email exchange on the possibility of adding portables to the Hillcrest site.
  • Added narrative d., "Elimination of the Middle School as a Potential Method of Addressing Demand."
  • Added narrative f., "Optimal Student Population for Hillcrest."

    Best Practices
  • Added footnote describing a) current OUSD policy of children staying in a school once enrolled, despite home address or other potential changes, and b) reference to questions LRPC posed to OUSD on grandfathering policies under attendance-area boundary adjustments. Added full text of questions posed to OUSD by LRPC on gradfathering and related issues to new Appendix G: Text of LRPC Questions to OUSD on Enrollment Polices Under Attendance-Area Boundary Adjustments.
  • Added section c., Relative merits of the K-8 educational model. This material had previously been located in Appendix E.
